When I started at Intero Integrity (formerly A.Hak Industrial Services) here in Houston, the company focused its small business growth exclusively on obtaining private commercial service projects. No one on staff had any experience in the government sector.
RFPs (Requests for Proposals) from the U.S. military are notoriously difficult to read and prepare quality estimates. As a subcontractor to the Prime Contractor, my company was in an even more complicated position with respect to carving out the scope of work. With my background as a lawyer and as an experienced business advisor, reviewing these RFPs was right in my wheelhouse.
In 2017, USACE (the United States Army Corps of Engineers) issued three RFPs for significant work on three (3) different Air Force bases. There were five (5) different Prime Contractors bidding on each project. I reached out to each of the five Prime Contractors and secured the ability to be the sole service provider bidder on each project, for each of the five Prime Contractors.
Once the lengthy and complex bid process was complete, the waiting period began. USACE is not known for making hasty decisions.
Ultimately, based on the bid packages I created for each project, we were awarded all three projects. The combined value of these projects was more than $2.3M. As the "subject matter expert" on these government projects, I also served as the primary point of contact and oversight as these projects were completed.
